Living in tents in Sao Paulo

This picture was taken from inside a bus taking me from Sao Paulo to Campinas. This is on the outskirts of Sao Paulo where on the sides of the highway you will find some of the poorest Brazilians living in tents. I am not sure if this is legal, but its seems that people will do it regardless. There are only a few tents in this photo, but some places throughout Sao Paulo, you will find mini tent villages where poor people live on the sides of major streets.
